Art. 6º Cada Ministerio formará un presupuesto trimestral de los gastos de personal, material, etc., de su Departamento, para discutirlo y aprobarlo en el primer Consejo de Ministros después de que se voten los Presupuestos de la próxima vigencia de 1905 y 1906, y mientras esto no suceda, los formarán hasta el 31 de Diciembre próximo para ser discutidos y aprobados en Consejo de Ministros.
