Previos los requisitos legales, el Departamento del Valle del Cauca y el Municipio de Cali, podrán pignorar las cuotas que les corresponde o pueda corresponderles en el producto de las estampillas de que trata la presente Ley, para garantizar con tales productos operaciones de crédito que fueren necesarias para financiar la construcción de los Palacios Departamental del Valle del Cauca y Municipal de Cali.

Parágrafo

Las operaciones de crédito que en virtud de esta autorización deban celebrarse, se formalizarán de acuerdo con las disposiciones vigentes al respecto.
