Desde la sanción de esta Ley en adelante, no podrán ejercer el cargo de gentes Diplomáticos, en cualquier categoría, o el de Cónsul General, sino los ciudadanos colombianos.

Cada Legación podrá tener un Consejero ad honorem colombiano y un Consejero o Adjunto Comercial también colombiano, prefiriendo en este último caso a los Jefes de las Oficinas de Información y Propaganda, de acuerdo con la Ley 45 de este año.

Al expedirse por el Ministerio de Relaciones Exteriores las letras patentes para acreditar a un extranjero que sea nombrado para desempeñar un cargo consular, se hará constar en ellas precisamente el carácter honorario dedicó funcionario.
