El valor de las estampillas que se ordenan por medio de este Decreto, será pagado así: Las de correo ordinario, con cargo al presupuesto fiscal del Ministerio para la vigencia de 1960, en cuanto este presupuesto contenga suficiente apropiación; de otra manera, con cargo a la cuenta "Correo Extra-rápido"; y las destinadas al correo aéreo de "Avianca", con cargo a la cuenta "6% Correo Aéreo", pagos que hará el Departamento de Giros del Ministerio de Comunicaciones.
