Tanto el Departamento del Valle como la cuidad de Cali deberán cooperar a la inmediata realización del proyecto sobre Facultad Obrera de Colombia, a fin de que la Nación pueda dar a las obras de construcción del edificio en terrenos apropiados para la finalidad a que se destina en el menor término posible.
