Las adquisiciones y gastos que corresponden a las circunstancias previstas en el artículo anterior se harán mediante pedido escrito, suscrito por funcionario competente, en donde conste la naturaleza de los elementos, su cantidad, precio y destinación. El reconocimiento de los gastos se hará por medio de Resolución motivada expedida por el Director General de la Defensa Civil o por el funcionario en quien hubiere delegado la facultad de ordenar gastos, conforme al régimen vigente sobre las delegaciones.
