Art. 4º Los dueños de empresas y los contratistas que han sido favorecidos por leyes anteriores y que dieren al consumo de particulares los objetos importados con exención de derechos de importación en virtud de gracia que se les hubiere otorgado, quedarán incursos en una multa de mil a dos mil pesos ($1,000 á $2,000), que decretará el Poder Ejecutivo previa comprobación del delito, sin perjuicio de la acción civil que el Poder Ejecutivo puede ejecutar según sea el caso.
