Las entidades que se hallan legalmente facultadas para comprometer como garantía de los empréstitos que consignan con destino a la construcción de carreteras la subvención a que haya de tener derecho, solamente podrán hacerlo por aquellas cantidades que el gobierno nacional declare poder pagar, de acuerdo con los presupuestos respectivos.
