La Junta aplicará el criterio de otorgar la mayor libertad posible para la importación de los elementos enumerados en el artículo anterior, y al efecto estudiará y pondrá en práctica lo más pronto que le sea factible, sin comprometer el equilibrio de la balanza de pagos, medidas para la eliminación del sistema de cupos o restricciones cuantitativas sobre dichos elementos, o para limitar dichas restricciones al menor número de artículos.
