para los efectos del Título XVI de la Constitución, que hace relación a la fuerza pública, el Servicio Territorial Militar estará encargado de cumplir las siguientes misiones:

1ª La dirección y funcionamiento de los sistemas de reemplazados de las fuerzas militares;

2ª La preparación y ejecución de la movilización del país para la defensa nacional, y

3ª La administración e inspección militares del territorio nacional en tiempo de guerra, para los efectos del reclutamiento y movilización.
