Titular del salvoconducto. Los salvoconductos serán expedidos a nombre del titular del permiso, indicando, bajo su responsabilidad, al conductor o transportador de los individuos, especímenes o productos, y no podrán ser cedidos o endosados por el titular del permiso o por quien, bajo su responsabilidad, efectúe la conducción o transporte.
