Seis (6) meses antes de la inauguración de los Juegos, el Instituto Colombiano de la Juventud y el Deporte, Coldeportes, efectuará una inspección a las instalaciones deportivas, con el ánimo de determinar si se ajustan al código de construcciones y seguridad tanto de los competidores como de los espectadores, confrontará la situación de servicios públicos, comunicaciones y alojamiento de los deportistas y rendirá concepto al Director de los Juegos, quien podrá de oficio sustituir a las ciudades que no cumplan los requisitos para celebrarlos.
