Las importaciones de libros, diarios y revistas de genero científico y literario que contribuyan a la cultura del pueblo colombiano, o simplemente de sano esparcimiento, quedara exenta de toda clase de gravámenes, excepto los consulares, y de requisitos de depósito previo e impuesto de giros.

Parágrafo

Las revistas o folletos conocidos como tiras cómicas o historietas graficas que hayan recibido matricula del Ministerio de Educación Nacional, serán de libre importación.
