º NATURALEZA. La acción disciplinaria es pública y se iniciará de oficio, por información de empleado público o por queja presentada por cualquier persona. Ni el informador ni el quejoso son parte en el proceso disciplinario y sólo podrán intervenir en él a solicitud del investigador para dar los informes que éste requiera.
