Créanse sendos fondos acumulativos para el fomento de las Universidades del Cauca, Cartagena y Nariño, los cuales serán manejados por juntas integradas así: por el Gobernador del respectivo Departamento, por el Rector de la respectiva Universidad y por un representante del Ministerio de Educación, nombrado por el mismo.
