° De todo aumento en sus presupuestos anuales de rentas, además de las obligaciones fijadas por el Decreto número 2838 de 1954, y en relación con el presupuesto del año inmediatamente anterior, los Departamentos los Municipios y el Distrito Especial de Bogotá, dedicarán, por lo menos, un veinticinco por ciento (25%) exclusivamente para fines educativos.
