Créase en el Código Penal, el artículo 245 bis, cuyo tenor es el siguiente:

Artículo 245 bis . Omisión de información . El administrador, el representante legal, el responsable directo, el presidente y/o el director que teniendo conocimiento de la presencia de plagas o enfermedades infectocontagiosas en animales o en recursos forestales o florísticos que puedan originar una epidemia y no dé aviso inmediato a las autoridades competentes incurrirá en prisión de uno (1) a seis (6) años y multa de veinte a doscientos salarios mínimos legales mensuales vigentes.
