Art. 2.° Del Tesoro nacional se pagará á los Bancos de Bolívar el valor capital de los contratos de préstamo á que hace referencia el artículo anterior, tan: pronto como lleguen al país los billetes nacionales que se manden fabricar en el Extranjero para ese efecto.
