En la Ley de Apropiaciones de esta vigencia se incluirán por el Gobierno o por el Congreso, las partidas necesarias para dar cumplimiento a la presente Ley, hasta la realización total de las obras. Si no se hiciere tal inclusión, el Ministerio de Obras Públicas podrá tomar las sumas necesarias de la partida global para obras hidráulicas y defensa de puertos del Presupuesto de Apropiaciones.
