El inciso segundo del artículo 26 de la Ley 78 de 1986 , quedará así:

La Registraduría Nacional organizará dichas elecciones aplicando las mismas normas, métodos, sistemas y procedimientos que rigen para las Corporaciones Públicas de origen popular. El sistema de mayoría aplicable para declarar las elecciones, será el establecido para Presidente de la República por el artículo 191 del Código Electoral (Decreto 2241 de 1986).

Para la elección de Alcaldes y Concejales, cada municipio formará un círculo único.
