Art. 2° Es permitido á los particulares descubrir y denunciar, en terrenos de propiedad nacional, minas de carbón para explotar el combustible que necesite el Gobierno; y el descubridor ó denunciante tendrá derecho por diez años al quince por ciento (15 por 100) del producto líquido de la Empresa, y siempre que compruebe, a juicio de peritos, que la mina es suficientemente rica para acometer en explotación.

Queda en estos términos adicionada la Ley 56 de 1890 .
