Adoptar medidas para la protección especial de las fuentes hídricas en el departamento de La Guajira en el marco de la Emergencia Económica, Social y Ecológica “respecto de la amenaza de agravamiento de la crisis humanitaria por la menor disponibilidad de agua”, con el propósito de contribuir al aumento de la disponibilidad de agua con fines de consumo humano, doméstico y de subsistencia y velar por aprovechamiento y explotación sostenible del recurso hídrico.
