Este decreto rige a partir de le fecha de su publicación; modifica en lo pertinente los artículos 13 y 14 del Decreto 1892 de 1994 y el artículo 3 del Decreto 1921 de 1994; deroga las disposiciones que le sean contrarias en especial los artículos 3, 4, 5, 6, 8 y 9 del Decreto 1892 de 1994 y surte efectos fiscales a partir del 1 de enero de 1995.
