Desde la vigencia de esta Ley, los gastos que demanden el personal y el material de higiene y asistencia pública en los Departamentos, serán de cargo de la Nación, sin perjuicio de que los Departamentos y los Municipios puedan establecer servicios especiales a su costa, de acuerdo con el plan que establece la presente Ley y las demás sobre la materia.
