El Gobierno procederá a la mayor brevedad posible a hacer estudiar, por medio de Ingenieros dependientes del Ministerio que determine, o por contrato, las bocas del Atrato y el golfo de Urabá, a fin de determinar la solución que debe darse a las dificultades que hoy presentan al paso de los barcos las barreras de las bocas del Atrato. La solución puede ser canalización de una de las bocas, apertura de un canal artificial o cualquiera otra aconsejada por la técnica y la economía.
