El Gobierno Nacional girará anualmente y dentro del primer semestre del desarrollo de cada una de las dos vigencias fiscales señaladas en el artículo 2°, las sumas indicadas a la Tesorería Municipal de la ciudad de Montería, oficina que llevará una cuenta especial, la cual será movida mediante la intervención fiscalizadora que señale y reglamente la Contraloría General de la República.
