El Gobierno queda facultado para abrir libremente, sin sujeción a ninguna disposición legal, el crédito o créditos a la Ley de Apropiaciones que sean necesarios para dar oportuno cumplimiento al compromiso contraído en la cláusula novena de este contrato, que trata de la construcción de una línea telegráfica de alambre de cobre y postería metálica entre Bogotá y Buenaventura.
