Sujeto Pasivo. Están obligados al pago de la tasa compensatoria todos los propietarios, poseedores o tenedores de predios con edificaciones ubicados en la Zona de Recuperación Ambiental de la Reserva Forestal Protectora Bosque Oriental de Bogotá definida por la Resolución número 463 de 14 de abril de 2005 expedida por el hoy Ministerio de Ambiente y Desarrollo Sostenible, o la categoría de zonificación que haga sus veces, de conformidad con lo dispuesto en el artículo 42 de la Ley 99 de 1993.
