° La Comisión creada en el artículo 1° de este Decreto deberá resolver el problema de habitaciones obreras en la ciudad de Pasto hasta donde lo permitan los fondos que queden disponibles del Fondo Rotatorio después de que se hayan ejecutado las reparaciones de los edificios particulares afectados por el terremoto, y teniendo en cuenta las edificaciones que indique el Consejo Municipal y el plano regulador de la ciudad.
