Para efectos del numeral 14 del artículo 26 de la Ley 2ª de 1976, los contratos de empréstitos internos o externos celebrados por la Nación, los Departamentos, las Intendencias, las Comisarías, los Distritos Municipales, los Municipios, los establecimientos públicos, las empresas industriales o comerciales y las sociedades de economía mixta en las que el Estrado tenga más del noventa por ciento de su capital social constituyen títulos de deuda pública.
