FUNCIONES RELATIVAS AL MANEJO DE LOS RECURSOS DEL SISTEMA DE COFINANCIACIÓN. El numeral 3 del artículo 23 del Decreto 2132 de 1992, quedará así: "3o. Adoptar los procedimientos, mecanismos y condiciones de oportunidad para presentar solicitudes de cofinanciación de programas y proyectos por parte de las entidades territoriales, diseñados por el Comité Nacional de Cofinanciación previsto en el numeral 6 del artículo siguiente."
