El Gobierno, al hacer uso de las facultades a que se refieren los artículos anteriores, procurará garantizar el poder adquisitivo de los ingresos, para lo cual se tendrá en cuenta la variación de los índices de precios, así como la disponibilidad de recursos fiscales del Gobierno Nacional.
