° Autorízase al Gobierno para que, siempre que lo estime conveniente, llame á un abogado consultor que intervenga á su nombre en las discusiones previas de los tratados, convenios y negociaciones públicas, guardando las instrucciones del Ministerio de Relaciones Exteriores, y dé dictamen sobre todos los puntos que se sometan á su estudio.

Para atender á los gastos que este servicio exija, el Gobierno podrá disponer hasta de la suma de diez mil pesos ($ 10,000) anuales, que se considera incluida en los respectivos Presupuestos de Gastos.
