Los programas de educación que las Cajas desarrollen contemplarán, además del valor de la mensualidad escolar, el suministro de enseres necesarios para ello y de ropa y calzado, según las reglamentaciones que expida cada Caja. Estas podrán asumir directamente la prestación del servicio educativo, creando escuela o centros docentes, o contratándolos con el Gobierno o con los educadores del sector privado.
