La Contraloría General de la República exigirá el cumplimiento previo de lo ordenado en el artículo anterior antes de refrendar giros o constituir reservas con cargo a las apropiaciones afectadas a dicha norma. En caso de duda sobre alguna partida, consultará el criterio del Ministerio de Hacienda y Crédito Público, expresado por conducto de la Dirección Nacional del Presupuesto.
