Si por cualquier circunstancia llegare a rescindirse o a caducar el contrato celebrado por el Gobierno con la Compañía Colombiana de las Bocas de Cenizas para; la apertura de las bocas del rio Magdalena, el Gobierno procederá a contratar con una entidad que de las garantías necesarias, las obras completas para obtener la apertura de tales bocas, de acuerdo con los estudios que al respecto tiene el Ministerio de Obras Públicas.
