La declaratoria de importancia estratégica por parte del CONPES a que se refiere el artículo 10 de la Ley 819 de 2003, requerirá del concepto previo y favorable del CONFIS, donde se valide la consistencia con el Marco de Gasto de Mediano Plazo y el Marco Fiscal de Mediano Plazo.
