º El Consejo Nacional de Política Económica y Social sólo aprobará el otorgamiento de la garantía de la Nación a entidades que reúnan las características exigidas por la ley aplicable, según el artículo 1º del presente Decreto. De igual manera, el otorgamiento de la garantía de la Nación a los contratos de las entidades mencionadas en el artículo anterior, atenderá las reglas sobre tránsito de legislación a que se refiere el presente Decreto.
