Cualquier persona, dentro de los cinco (5) días hábiles siguientes a la ocurrencia del hecho o acto que presuma irregular en la realización de un concurso general, podrá solicitar ante la Comisión Nacional del Servicio Civil que lo deje sin efecto total o parcialmente.
