Reconócense los importantes servicios que durante muchos años prestó al país el distinguido patriota cubano señor don Francisco Javier Cisneros, como eminente empresario de obras públicas en Colombia, y ordena que en uno de los salones del Ministerio de Obras Públicas y Fomento se coloque su retrato, al óleo, costeado con fondos nacionales, y con la siguiente inscripción: A Francisco Javier Cisneros, la Asamblea Nacional de 1907.
