La facultad concedida por el parágrafo 1o del artículo 5o de la Ley 90 de 1958, el Ministerio de Obras Públicas debe entenderse para aumentar el número de viviendas y ordenar otras obras complementarias en las poblaciones a que se refiere la mencionada Ley, si las condiciones económicas disponibles lo permiten.
