º La introducción al país de las mercancías a que se refiere el artículo anterior, sin previa licencia de la Superintendencia Nacional de Importaciones , se considera contrabando.

No están sujetas a licencia previa las importaciones cobijadas por los ordinales a), b) y e) del artículo 2º aunque las respectivas mercancías figuren en la lista correspondiente.
