El registro de las deudas de que trata el artículo anterior, dará derecho a girar al Exterior por el mercado de capitales el principal, en la forma y términos que determine la Oficina de Cambios, y los intereses cuya obligación de pago se hubiere establecido a satisfacción de la misma en cuantía que no exceda una tasa razonable, tomando en consideración aquella que hubiese prevalecido a la época de su contratación en el mercado de capitales.
