Art 17. Para fomentar la navegación por vapor del río Cesar, en el Departamento de Magdalena, destínase la suma de seis mil pesos anuales ($ 6,000) desde la próxima vigencia económica, y se autoriza al Poder Ejecutivo para que en licitación pública adjudique el contrato á quien mayores seguridades y ventajas ofrezca, para establecer esa navegación por vapor, periódicamente, durante tres bienios
