El proceso disciplinario se iniciará de oficio, por informe o queja interpuesta por cualquier persona natural o jurídica, la cual deberá dirigirse ante el Tribunal Nacional de Ética en Entrenamiento Deportivo.
Cuando se trate de informe o queja, esta deberá estar acompañada de prueba sumaria que fundamente la misma.
