Art. 20. Cuando se verifique una invasión de gentes armadas del territorio colombiano al de la Nación vecina, se procederá por el mismo hecho a notificar a todos los asilados y emigrados de la Nación invadida, sin excepción alguna, se internen dentro de veinticuatro horas a una distancia de ocho a quince miriámetros de la frontera.
