Artículo primero. En los términos de la Ley 67 de 1926 y sus concordantes, se podrán verificar expropiaciones por causa de utilidad pública y de interés social, de los terrenos urbanos o rurales necesarios para la instalación y ensanche de las plantas de desmote de algodón del servicio oficial, ya sea que se administren directamente por el Gobierno o por entidades agrícolas bajo su control, encargadas de la prestación del servicio público correspondiente.
