Para la inmediata construcción de estas obras que se declaran de urgencia y necesidad inaplazable, el Gobierno contratará un empréstito nacional o extranjero, o abrirá los correspondientes créditos administrativos a los respectivos presupuestos por toda la cantidad de dinero que fuere necesario para la completa ejecución de las obras mencionadas. Estos créditos se abrirán de preferencia a cualesquiera otros que se hubieren decretado anteriormente.
