Vigilancia y control de las actividades de construcción y enajenación de viviendas. Dentro de los seis (6) meses siguientes a la expedición de la presente ley y en desarrollo de lo dispuesto en el numeral 7º del artículo 313 de la Constitución Política, el concejo municipal o distrital definirá la instancia de la administración municipal encargada de ejercer la vigilancia y control de las actividades de construcción y enajenación de inmuebles destinados a vivienda.
