º En la capital de la República, en las capitales de los Departamentos y en las ciudades de más de 20.000 habitantes se organizarán filiales del Patronato Seccional Municipal, por sectores o barrios, de acuerdo con el plan que éste adopte. Estas organizaciones filiales se llamarán Patronatos Escolares de Zona, y sus miembros serán elegidos por la respectiva Sección Municipal del Patronato Escolar, a quien corresponde la dirección capital, dentro de la respectiva ciudad.
